Bioscrypt provided 3M-AiT with a software developers kit (SDK) that allows two fingerprints to be captured and checked against a candidate list. 3M-AiT integrated this SDK with a facial recognition system to create a dual finger and face biometric identification solution for use in passport issuance, and other similar opportunities. The biometric technology was introduced in this application to address the fraudulent acquisition of multiple passports by a single user, and is intended to improve the identification and documentation of Belizean citizens by ensuring higher international safety standards. The project is being implemented in collaboration with the International Organisation for Migration and is being funded by the U.S. State Department's Bureau for International Narcotics and Law Enforcement Affairs through the Embassy of the U.S.A. in Belize.
The Machine-Readable Passport System is designed to improve and modernise the issuance of passports by the Belize Immigration and Nationality Department and to enhance its capability to control illegal immigration. The project will protect against multiple issuance of passports to persons under fraudulent identities by maintaining and checking all passport applications against a database of biometric information for all passport holders. The existing passports will be replaced with machine-readable passports over a period of time. The system also will help meet future requirements for such documents as identification cards, work permits, and residence permits.
