Cuba broke off relations with Panama, hours after President Mireya Moscoso pardoned four Cubans convicted in a plot to assassinate Cuban leader Fidel Castro at a 2000 summit of Latin American and Iberian leaders here.
Moscoso pardoned the men a few days before her term expires Tuesday. Just hours later, the Cuban government issued a statement breaking off diplomatic relations between the two countries.
