The report Citizens, Politicians and Providers: The Latin American Experience with Service Delivery Reform argues that many citizens receive basic services of poor quality and that too many poor people receive no services at all, in spite of the important reforms undertaken by countries in the region: growing democratization, reform of the State, increased contracting out to private and non-government service providers, decentralization, and rising civil society participation.
"We have witnessed significant efforts by the State and Latin American society that have resulted in impressive service coverage, particularly in education and health," said Guillermo Perry, World Bank chief economist for Latin America and the Caribbean. "Nevertheless, there is still much to do as services continue to be uneven and serious problems of quality remain."
