The measure, approved as part of a federal government spending bill late Saturday, was seen by opponents as the start of a campaign by the newly emboldened Republican majority to overturn the 1973 'Roe versus Wade' Supreme Court ruling that legalised abortion.
Many of the freshly-minted Republican lawmakers to Congress who won a series of elections on the sidelines of the November 2 presidential poll are staunchly conservative anti-abortionists.
