San Luis Obispo residents enthusiastically donated some 5,000 pairs by early November, but shipping problems and customs bureaucracy delayed the delivery well past New Year's.
Tribune reporter Nathan Welton joined Cowan in Costa Rica in early January after he'd given away 1,000 to a charity there. Then they traveled to Nicaragua, where the local businessman learned that giving isn't so easy.
